Construction of High Dam

Politics and the Military

With a Army Coup ‘etat and the rise of the Nasser-Nequib regime in 1952 Egypt reassumed total control of the Nile waters and within months adopted Daninos “century storage” scheme as their own. Within the next couple of years the Egyptian minister began organizations for the High Dam by inviting a commission of experts from Germany to examine the technical feasibility of the dam. Hochtief of Essen and Union Bruchbau of Dortmund examined the area and not only concluded that it was feasible but drew some blueprints on some ideas for the High Dam.

Next came the last true obstacle, Money. Egypt would apply for a loan from the World Bank for the High Dam and request payback from the British for loans made during World War II. In exchange they would allow the British to take part in some of the engineering of the High Dam. The British agreed, but the World Bank was another story. At the time of the loan there were only three super powers that could support such an amount: British, Russia, and US. Trying to keep Russia from anymore influence in Africa and trying to secure more Middle Eastern ties the US and Britain insisted on lending the money.

Construction of High Dam

All was going well for the construction of the High Dam. Until it was known that an Egyptian and Czechoslovakian weapons agreement was in fact an agreement with Russia. This suspended the talks with the US and British on the loan. Then the Russians proposed a loan themselves, which the Egyptians used as negotiation chip to win back the loan from the US and UK. The US had to keep the Russians out of Egypt so they resumed talks and loaned the money to Egypt, on three conditions though. First, Egypt was to prevent further inflation of her currency. Next, Egypt would have to concentrate her internal resources on the project. And lastly, Egypt was to have no aid from the Soviets on the Dam project. These conditions were agreed on at first but the Egyptian people and press reactions showed on unwillingness to accept these terms and soon after the Egyptian government would not cooperate with the terms.

Finally

Consequently, the US had to remove their offer and talks with the Russians fizzled as well. All of a sudden talks of the High Dam faded into obscurity. It wasn’t until Egypt united with Syria that negotiations began again on the Aswan High dam with the Russians. Negotiations turned into contracts in 1959 and the High Dam was finally becoming reality. After the loan approval the Russians sent engineers and equipment to help with the construction of the dam. Construction started the following year and was completed ten years later in 1970 at a final cost of 1 billion US$. The idea that began nearly half a century ago was finally complete.
