Feds Tell West"The barn door is now shut," declared Dan Beard, head of the U.S. Bureau of Reclamation. The last horse to slip out was Colorado's unruly Animas-La Plata project, promised to Indians. Economic analysis shows that this $653 million dam-and-irrigation project is a bad investment, Beard said, but it makes sense as part of a legal deal with the Ute tribes. "This is the last big water project," said Beard, a 51-year-old bureaucrat born in Washington state.
