Qualifications

Dr. James F. Kettering serves as a Research Associate with RMC Research Corporation in Denver, Colorado. He is a member of both the Region E Technical Assistance Center and the Region 5 Rural Technical Assistance Center teams and provides direct service to state and local educational agencies in the region. As the TAC state contact for Colorado and the RTAC state contact for Arizona, Dr. Kettering is responsible for the planning, implementation, and evaluation of services in these states. He has provided workshops and technical assistance on a variety of topics including schoolwide projects, program improvement, parent involvement, program evaluation, and curriculum and instruction.

Dr. Kettering currently provides training, consultation, and technical assistance on topics related to schoolwide projects, program improvement, evaluation, curriculum and instruction, and parent involvement on the Navajo Reservation in Arizona and the Southern Ute reservation in Colorado. He also coordinates an interactive distance learning project linking the Navajo Reservation with Northern Arizona University that will provide ITV instruction for Title I students and professional development for Native American educators.

He was the Project Coordinator for the Teaching the Science of Alcohol Curriculum to American Indians (T-SACAI) project for the American Indian Science and Engineering Society (AISES). For this project, Dr. Kettering was involved in the planning and development of this science-based alcohol curriculum that included site visits to reservations in New Mexico, South Dakota and Wisconsin. During that time Dr. Kettering was also a community education representative for AISES at the National Center for Community Education and wrote a $210,000 community-based alcohol curriculum grant (C-SACAI) that was funded and implemented through AISES.

As a middle school teacher in South Dakota, Dr. Kettering developed an Indian Studies unit that utilized the expertise of the American Indian community (including students at the middle school), the University of South Dakota, and other district staff. The culminating activity for the unit was held at the Pipestone National Monument in Minnesota.

An educator since 1968, Dr. Kettering has taught students at all levels from elementary through graduate school in metropolitan, suburban and rural settings. In addition to his extensive experience in the classroom, he has served as a building administrator and worked with district, state and federal programs. His interests include school restructuring and systemic reform, change strategies, matching school curriculum to the developmental needs of children and adolescents, and assessing student performance with measures other than standardized tests.

Dr. Kettering has also worked as an educational and business consultant. His professional interest in cooperative school/business partnerships resulted in several projects that he undertook to foster better understanding between the education agencies and business communities. He has facilitated strategic planning, consultant training, and peak performance workshops in the Rocky Mountain region.

Dr. Kettering has a B.S. in Social Science from Northern State University in Aberdeen, South Dakota; an M.A. in Educational Psychology and Counseling from the University of South Dakota; and an Ed.D. from the School for Educational Change and Development at the University of Northern Colorado.

Professional Experience

Program Management, Administration, and Coordination
